The first phase of the short sea hub will be completed in the Eemhaven. When the Maasvlakte 2 comes into operation, deep sea container transhipment will gradually give way to short sea container transhipment. The idea is to achieve a more intensive use of space by applying an innovative terminal concept using all modes of transport (road, water and rail) in the period up to 2015, whilst staying within the permitted noise levels. Improving the flow of traffic to the A15 will be essential for the intensification and this would be possible by constructing a second, western link from the Eemhaven to the motorway.
